Chapter 12 - The Safe Harbor Protocol

The hearing room inside the Pentagon was subterranean, windowless, and designed to intimidate. Three senior flag officers sat behind an elevated mahogany bench, flanked by military legal counsel and court reporters.

At the center of the bench sat General Marcus Campbell, four silver stars gleaming on each shoulder, his chest covered in rows of ribbons that told a story of thirty-five years of unquestioned authority.

"Colonel Vance," Campbell’s voice boomed, echoing off the acoustic paneling. "You stand accused of egregious violations of the Posse Comitatus Act. You utilized military intelligence systems to conduct private domestic investigations, seized non-military property, and engaged in extrajudicial firearm discharge. How do you answer these charges?"

Rebecca stood alone at the center of the room. She wore her immaculate Service Dress Green uniform, her posture rigid, her chin up, radiating absolute defiance.

"General Campbell," Rebecca began, her voice steady and clear. "I answer these charges by presenting Defendant’s Exhibit A."

She stepped forward, placing a sealed digital drive onto the clerk’s desk.

"What is that?" Campbell demanded, his brow furrowing with irritation.

"That is the complete financial audit of Whitmore Maritime Logistics, recovered from the encrypted server at 4400 East Marginal Way," Rebecca stated. "Specifically, folder designation *OPERATION SAFE HARBOR*."

Campbell’s face did not pale; it hardened into stone.

"Between 2018 and 2023," Rebecca continued, her voice resonating through the silent chamber, "Whitmore Maritime routed forty-two million dollars in untracked freight through military ports in Qatar and Djibouti. Those shipments were cleared through customs using an emergency expedited defense waiver. That waiver was countersigned by a single officer."

She turned her eyes directly onto General Campbell.

"By you, General."

The other two flag officers on the bench turned to look at Campbell, their expressions shifting from judicial severity to sudden, sharp suspicion.

"This is irrelevant grandstanding!" Campbell barked, slamming his palm onto the bench. "This hearing is about your conduct, Colonel!"

"My conduct was the direct interdiction of a transnational treason network, sir!" Rebecca countered, her voice rising with command presence that silenced the room. "The medical supplies diverted from St. Jude’s were not just meant for domestic profit. They were exchanged for military transit access through embargoed ports. Eleanor Whitmore wasn't just running a corrupt foundation. She was running an off-book supply line for sanctioned foreign defense contractors. And you were her primary logistical protector."

Emma stepped into the back of the hearing room, accompanied by the Deputy Director of the Federal Bureau of Investigation and two armed officers from the Army Criminal Investigation Division.

"General Campbell," the lead CID officer announced, stepping toward the bench. "By order of the Secretary of Defense, you are relieved of command pending immediate court-martial proceedings."

Campbell sat frozen, his hands trembling slightly on the mahogany desk as the reality of his collapse washed over him.

Rebecca snapped a crisp, flawless military salute toward the bench. "Permission to be dismissed, gentlemen. I have a trial to attend."

Without waiting for an answer, she turned on her heel and marched out of the chamber, Emma walking in lockstep beside her.
