Briggs, awaiting disciplinary review, offered everything he knew.
One night, Thomas examined an old transaction ledger.
His hands suddenly stopped.
“Avery.”
She recognized fear in his voice.
He showed her a repeated authorization code.
HARBOR SIX.
Avery asked who controlled it.
Thomas looked toward the closed door.
“Only three people ever had that authority.”
“Who?”
“I'm one.”
Avery waited.
“The second is dead.”
“And the third?”
Thomas whispered the name.
